8 Material Deprivation Amongst Ethnic Minority and White Children: The Evidence of the Sample of Anonymised Records

Introduction

The black population is small and unevenly distributed, thus the surveys that have provided the traditional base for poverty studies have not picked up enough black people for a systematic analysis of their condition (Mack and Lansley, 1984; PSI, 1992). The Labour Force Survey (LFS), by contrast, is rich in data on employment, education, training and income, in addition it identifies respondents by ethnic group. Because the numbers of minority respondents in any one LFS are small, Haskey's studies of the minority populations (1988, 1990, 1991) were based on LFS data aggregated over three surveys. The 1990 study produced a total sample of just under 153,279 people, of whom 6,994 were from ethnic minorities and 4,936 recorded as West Indian, Indian, Pakistani or Bangladeshi. Of all the minority groups 2,238 were young people under the age of 15. Therefore we have excellent data on the economic circumstances of households but a relatively small sample of ethnic minority children. Tate (1997) describes the LFS as:

a particularly good (and sometimes the only practical) source of household and family data on smaller population subgroups, for example ethnic minorities.
